House passes bill that would deport noncitizens for harming police animals
The House passed legislation that would make foreign nationals inadmissible to the U.S. and subject to deportation if convicted of harming law enforcement animals. The bill, dubbed the Bill to Outlaw Wounding of Official Working Animals (BOWWOW Act), targets noncitizens who injure or kill police dogs, horses, and other animals used in official duties. The legislation now heads to the Senate for consideration.
Law enforcement animals risk their lives protecting communities and deserve special protection under the law. Harming these working animals is an attack on public safety infrastructure that should have serious immigration consequences for non-citizens.
The bill creates disproportionate immigration penalties for animal-related offenses compared to some violent crimes against humans. It's another example of using immigration law as a punitive tool rather than focusing on rehabilitation or proportional justice.
